Chaos at second council meeting

There was chaos at the second council meeting on Tuesday as the ANC accused the DA of cadre deployment and a DA councillor was slapped.

Speaker Katlego Matheba welcomed all those who attended the meeting and welcomed Gert Pretorius as the chair of chairs.

Tshwane ANC regional deputy chairperson Mapiti Mayans however, said Matheba did not have the right to call Pretorius a chairperson as he did not chair in any committee.

“Pretorius does not serve on any committee. He was illegally appointed. The same goes for Marietta Aucamp and Tiyiselani Babane,” said Matsena.

Babane serves as the strategic executive head: secretariat of council while Aucamp serves as strategic executive head in the mayor’s office.

Tshwane mayor Solly Msimanga took the stand to explain the two appointments.

He said the posts were filled on a temporary basis while they were still being advertised in the interim.

“I was going to appoint someone for the strategic head post but [the woman I appointed] was ready to give birth so I had to appoint someone else for now,” said Msimanga.

Matheba asked the ANC to leave the chambers because they kept disrupting the house, but the ANC refused and Mayans  said he would rather be removed by police.

Meanwhile, DA councillor Elma Nel was slapped in the face by an ANC member.

After this, the house adjourned for a 15 minute break.

Nel could not be reached for comment regarding the slap.

Members of the SA Municipal Workers Union (Samwu) working in the electrical department picketed outside the chambers during the meeting and demanded to be payed their shift allowances.

Samwu shop steward Emmanuel Mpya said workers were promised they would be payed on 26 September, but they were not.

“We will give them until Friday to pay us, if they don’t then we will go on a full blown strike,” said Mpya.
